I can understand your problem. I'd recommend you to first try formatting it on another pc. If you can't format it on another pc also then you have to take it to a pc which is having linux on it. click alt plus f2 on linux pc type gnome-terminal. you shall be logged in as a root. once the terminal is opened type mk2fs and the path where

Assuming that you are using windows, go to drive management and see if the pendrive is detected.
If so, right-click on it and format it.
Or look for the HP USB Disk Storage Format Tool and use it.
