My Toshiba Full HD led tv model 32PT200ZE is having issues of screen blinking/flashing and horizontal lines.

If the picture on your TV flickers, there may be a simple fix. Here are some possible answers and suggested solutions:

1. Your set-top box may need a simple reboot. Unplug the power connection to the set-top box for about 30 seconds. Reconnect the power and turn the set-top box back on.

2. Check all of your cables for a loose connection by tightening each one with your fingers.Flickers can sometimes be caused by bends in rigid cables, too.

3. If your picture flickers to a black or blue screen, you could have a bad set-top box. Contact your cable or satellite service provider about installing a new one.

4. If you still have audio, the flickering could also mean that you have a failing backlight.

Chances are its not caps that are causing this issue, that isn't a symptom of failing filters. If your comfortable around higher DC voltages I can give you some information on what to test if your not take it in for repair however expect the bill to start at 100 dollars and go up from there

I think your Picture in Picture is on, but no signal. See if you can turn it off.

The inverter is probably bad - the ticking noise you hear is high voltage that is trying to turn on the backlight from the inverter's transformer but cannot. The only way to fix this is to open the TV and locate the problem around the inverter circuitry. Another possibility is there is an open circuit run around the inverter and may just need some solder to bridge the open.

called a service tech, he will be out friday to give an estimate for $39.99. couldn't beat the price. he said there is a chip in the tv that can be replaced. thank you. also, the longer you leave it on the more damage you do to the set.

Your tv has a video problem, leak capacitor in video section, near in flyback need to replace it.
