I assume that you already try this monitor on another PC to verify that the problem is in the monitor, in this case you need to open it up and inspect the fuse, transitors, solder connections on the power/inverter board, see failed Dell monitors here for guide: http://s807.photobucket.com/home/budm/allalbums
Post back what you see inside so we can guide you further.

SOURCE: my dell monitor turns on for 2 seconds then goes

Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). You will need to open it up and inspect the inside, see example of failed DELL monitors to get some ideas what to look for: http://s807.photobucket.com/home/budm/allalbums
Post back what you see inside so we can guide you further and it will help out other people in the future also.

Screen goes black, but power light is on (not blinking)

The problem is not with your screen. Its the problem of Video Card of your system which is unable to send Video Signals to the Screen.

Blank monitor

Luckily I'm not in it for the money so here's your answer. (Sorry drumbanger.)
When it goes black, look at your power button. Is it still green? If so, the backlight display is bad. If the power light has turned orange, you're most likely looking at a power/inverter problem. Sadly, if you don't have another monitor that you can swap parts out with, you're looking at a new monitor. But with the economy on the downslide, replacements keep getting cheaper! Research online and you'll find some fantastic deals! Rate me if you find this helpful.

I have a shap lcd computer monitor and when i plug it into my computer and turn the power on, the little green power light comes on, screens back. and after 5-10 seconds the light turns orange and blinks...

It could be your monitor is fine. It simply goes to a cycle when its turned on and does not detect any signal coming from your CPU, it simply goes on standby mode (hence the darker image and orange/blinking light.) have you checked the computer (CPU) part?
