a clean wipe of the partition and reset can be accomplished in the Bios functions, simply go into set up at boot and move through the menus until you achieve your goal. HP is well known for installing ghost partitions on their hard drives .
try without battery. if not work check the some burning smell near battery connector on laptop back. the thing is all the dv xxxx models have AC power controller chip burning problem .have a possible to repair that, if not need to repleace the main board.
Remove the battery and unplug the power. Now plug the power back in and attempt to start the laptop without the battery. If there is still no boot make sure your power is connected into a working wall outlet. Your laptop should have a light indicating it is getting power from the adapter. If you've checked the battery and power cables are connected properly then you've done as much as you can do, you'll need to take the laptop to a HP repair centre.
