the Application error 513, reset message says that the device OS is toasted and needs to be rebuilt. In order to do this, you need to have Blackberry Desktop manager on your computer, your data cable, and a download for your device software. Either from blackberry or your carrier.
The easiest method is to download and install the device software. Once it's installed, launch desktop manager and plug in the phone. If the phone is detected, you will be prompted to update. Follow the prompts.
If not, you will have to do it the hard way. open command prompt (start>run>cmd) and goto C:\program files\common files\Research in Motion\Apploader
