You can remove or change the Window's User or administrator's password. You need access to a computer with Internet access to download the Hiren's Boot CD and burn it onto a CD. Then insert this CD into the laptop/computer and boot up the laptop/computer with the Hiren's CD and follow the instructions. Have at least 3 working keys for all your vehicles

check your ejection key is not pressed down and check your superdrive(cd player)

There is nothing you can do to fix this problem you must have the dealer look at this.

IS IT POSSIBLE YOU ARE USING THE KEY FOR A DIFFERENT VERSION OF WINDOWS. MAKE SURE YOU ARE USING THE SAME CD WHICH CAME WITH LAPTOP.

Generally this occurs when F12 is pressed multiple times causing the keyboard to stop responding because the keyboard buffer is full.

At boot, when the Dell Splash Screen Appears press the F12 key once when the progress bar is 70% across the screen (System should beep ONCE) then select the optical drive and press spacebar when prompted. The keyboard should work fine after that.
