Hi,
Is there any chance there is water in the gas tank?
Usually black smoke is from unburnt fuel, blue smoke is burning oil, white smoke would be steam from water in the gas.

Have a look at these tips for difficult to start engines:

It sounds like it is very likely you have gas in the oil. This happens when the needle valve in the carburetor is leaking gas thru and into the crankcase. That will have to be repaired and the oil needs to be completely drained and refilled before running. Another thing can be done as a temp fix and that is to place a fuel (gas) shutoff in the line and turn off when not running but the oil has to be changed. Hope this helps you.

Our Troy bilt lawn tractor wont start. It seems like a short

Unless something catastrophic has happen internally, fuel and spark are about all you need. If you are sure of the fuel supply, pull the spark plug lead and let it arc to ground so you can check ignition health. You should have a bright blue spark visible. If you do, then pull the plug and replace it; the insulator may be cracked and robbing some of the high voltage. If it still doesn't start, you may have flooded it and when this happens to me, I make sure no spilled gasoline is present but I then pull the plug and use a charcoal or fireplace lighter and place it in front of the sparkplug hole. It should pop and help exhaust the excess fuel.

Lawn mower keeps cutting off

from the sound of what you are describing the piston/rings/cylinder are damaged in some way shape or form this causes compression loss in the engine, and allows oil to enter the combustion chamber, in this case a new lawnmower would be in the near future
