Tries to boot goes to a black screen that says I should start it in safe mode if this and normal mode if that... then tries again and flashes a blue screen for like a 10th of a second and goes back to the same black screen.

Depending on your version of windows, I would trying starting in safe mode to see if the computer does boot. If it does, then you want to restart again, go to advanced boot options and select "start windows with last known good configuration." Access advanced boot options following the steps at this link. Go to task manager and try killing explorer.exe and try restarting the same
Take the system to safemode and do a clean boot
try removing unwanted startup items

you have a corrupted operating system, please restore the laptop by pressing Alt+F10 immediately after pressing the power button and follow the screen.
So in that case you need to reinstall the Windows so that it will fix the problem. Some instances of that problem corrupted Operating System it needs a new copy.
try to go to safe mode first, after that, shut it down and reboot to normal mode, usually it will work.
If it don't work, go to safe mode and move your files/data to d partition and after that reload using alt+F10
