If the force is towards the center of the disk, it's OK, it's the antiskating force. Set antiskating at 0, set the weight at 0gr, turn around the makeweight in order to set the tone arm parallel to the disk. With the antiskating at 0 the tone arm will stay parallel to the disk in the place you leave it. With the antiskating at any other position the tone arm will stay parallel to the disk going towards the center of the disk.

Adjust tone arm

Usually there is a hole towards the back of where the tonearm is mounted that adjusts the set down area. Be aware that some have two holes one for set down and one for pick up of tonearm. These can be adjusted with a flat blade screwdriver. Check and see with a good flashlight. Adjust slowly and check to make sure you are turning it in the correct direction.

How do I replace a 1963 Wurlizer Jukebox needle?

Most stylus simply pull out forwards. The front end sits in a slight rubber groove and the back end is held in a metal clip. So you lift the front end and pull away in the direction the tone arm is pointing.

Arm does not track properly but skips across records

Just guessing, but it sounds like you haven't counterbalanced your tone arm.  When a tone arm skips, it's usually because there's too much counter weight on the rear of the tone arm.  You want between 3-5 grams, but first you have to calibrate your tone arm (balance it so you know where zero is).  If you don't know how to do this, refer to the Ion directions called "Tonearm Setup" in the instructions.
