depends on the connections on the monitor/tv. you can get conversion cables like hdmi to usb for example.

OK first MSSWIN1 there are a lot of missing info in your question. Does your tv has a vga conection if it does this is easy just conect the vga cable to the the computer and the tv and the computer will dectect the tv authomatically if you're running on windows if you wantto use the computer's screen (that is if its a laptop) and the tv at the sametime you will have to go in to the settings and change it. { control Pannel=Appearenceand Personalization=Display=connect to an external display. .. Somepc's will alow you tochose fromprimary to secodary monitor,
OK if your pc does not have any VGA connector you will need a VGA to RCA convertor dont buy the cable (VGA to RCA) those don't work you will still need to buy a conversion box

HP w2207 has built-in speakers (Integrated rear facing). All you have to do is connect the LCD and PC (Sound output) using Audio Cable (Stereo).

Your first question is how to use the TV as your computer display. No matter which brand of LCD TV you buy, they all will have a connection port for a PC or laptop. TV's and laptops do not supply the cables.
What you need are these:

1. VGA cable - You already have this, if you have a desktop computer. It is the cable which connects the PC to the monitor. Both ends look the same with 15 pins. OR you can buy another cable called HDMI cable the cost of which is $30 to $40
   
2. You use this cable to connect the laptop to the TV. If you need to buy this from an electronic shop, costs under $10.
3. You alsoo need a cable for the sound. This cable is called 3.5 mm stereo mini jack cable also called Audeo Cable. Make sure the size is correct. This will be connected from PC or laptop to the TV. The price is around $5.

You have seen people connecting the laptop to an external monitor. Here the external monitor is the TV.

The second questio- CD/DVD player. Usually they come with the necessary RGB cables. I don't think that would a big problem to figure out.

First, the terms "cheap" and "panel" don't go together. The display is the most expensive part of an LCD monitor, and when it breaks you're best off not even thinking about buying a replacement. With the cost of new monitors dropping (19-inch models as low as $125 online), you can't hope to resell one without losing money if you buy a replacement panel.

Second, you would need to know that any panel you did find would work properly. All LCD panels are not the same, and you would need one compatible with the monitor's driving electronics and connecting cables. This complicates finding generic replacements.

If you want to sell the monitors, you might consider contacting a company such as blueraven.com or shopjimmy.com that is in business to buy this kind of equipment, dismantle it and resell the working parts. Or you could try eBay. There may be people offering similar models with good displays, or you could sell yours. But you will ultimately lose money if you try to repair these by purchasing parts.
