I would say the throttle pot is slightly out of neutral allowing the scooter to travel slightly when turned on. Try moving the throttle lever slightly in the opposite direction to which the scooter is travelling (i.e. if the scooter moves forward when turned on, press the lever to go backwards, but only a small amount). If the scooter stops and you hear a clicking noise from the back of the scooter (this would be the brake clicking on) then that would be your problem. Would just need a small adjustment but best left to a dealer as it has to be sopt on! Sometimes scooters will not work if the throttle is slightly out but if its only a very small amount out of neutral, it might sometimes work in the manner you have suggested. We have come accross this fault on a few occasions. Hope this helps...
