Not spining my washer does not spin in the spin cycle and does not draing al the water. when I try to use the spin cycle only, it sounds like water is draining but not all the water is draining

Sounds like your drain line is clogged. You may also have stuff clogging a water filter just before the pump, or the water outlet coming from the drum.
It could also be a problem with the pump, but until the drain line is opened up, you still won't be able to empty the water from the washer.
if your washer has old dial selector ,does it continues and finishes "cycle" without spining or does the selector stops moving also you could have a bad timer ,newer ones will have some sort of electronic module
Unblock the outflow pipe from the machine that goes into the sump under the sink. (have a pot ready for water overflow) This will help drain the water. If the spin cycle is making a screetching sort of noise then it is possible that the carbon brushes will need changing. This affects the spinning if the brushes are worn.
It sound like a belt problem. Try to move tub manually first, in case it move smoothly -open the front panel, the belt should be between the motor and the drive pulley (lower front). In case it torn or not in its place, you should replace it.
In case it doesn't move smoothly - maybe that a sock or other piece of clothing get between the clothes tub and the outer tub and prevent tub's spining. If this is the situation, it should be removed.
