You need itunes regardsless to actually get the music to your ipod shuffle. In order to get free music, you can use either limewire.com or blubster.com... Se if that works.

www.apple.com/itunes/ is where you get the itunes 8 software for free. When you download the itunes software it gathers up all the music off your computer and puts it in your itunes library.
