Xerox color laser 6250 is printing, but with streaky gray on the whole sheet. Solid black is printing too light now, as well. What's the problem? Black cartridge is not low. This problem started just today, after a paper jam was cleared.

I had same problem and it was driving me crazy. Try this one:
Control panel -> Devices and printers -> xerox printer with mouse right click
Printer properties -> Options
From list you'll select configuration and it gives you drop down menu and from menu you need to select your printer.
I didn't try this one yet because more solid ink is still on the way but this gave me all printing options back. Before basic printing mode was selected.
You most likely have a bad black developer housing. You can try removing the waste bottle and using that bla\ck stick inside the cover to clean the laser ****.
But it sounds like the developer housing has failed.
I had this problem when I used a generic toner. I installed a xerox cyan toner, then printed many sheets of a large blue rectangle. After about 15 pages the blue started to spread into the shape, after 30 pages the blue was back. Printing a lot of blue was necessary to get the new toner thru the system.
