This can happen with a lot of cameras if the picture quality is set to "Hi" or "RAW", and the memory card is a slow one.  I think that most Fuji models take an XD card, but if you have a slow (usually equates to cheap or small capacity) or one with a CF card, then it could lock up for several minutes while the picture is being written to the card.
If this started just after you had bought a new card, and you have not changed the camera settings, get a quality card.

Restore factory settings

Try to get into the BIOS using either F2 , F1 , F8 , or F10 when it starts to load .
Once there , check it's boot sequence to make sure the hard drive was not removed from the load list . If it was , change it to be the first boot device , save , and then restart .

Stoplight shows even though all pics have been downloaded

Do you happen to be on a Mac when you downloaded the photos? If so, make sure to empty the trash (while still having the camera plugged in) after you delete them.

I uploaded pics from my computer onto my Camera SDPhotosmart M537

If I understand you correctly, you put pics onto the SD card using the computer, then put the card in the camera and now can't see the pics? Is that correct? The camera won't recognize the pics because it uses a different recording system than the computer. Now if you want to take more pictures using that card, you will need to format it in the camera first.

Photos will not upload from camera to computer

Go to Desktop/MyComputer/Pana(or it may say USB Drive, or DCIM, and click on this external drive Icon.
You are now looking at the camera contents as if it were just another file folder on your PC, and behaves the same way.

You will find your pics in a sub-folder under a master folder, common for all camera file structures, named DCIM. You can drag and drop individual pic (jpg) files or whole pic subfolders from the camera to a place on your PC, usuallly Documents/Pictures.

You can do all other folder/file operations on this Camera Folder/Pic files you can do with those that exist on the PC like;cut, past, delete, rename, etc etc.

When you take you next first pic from your camera, after moving or deleting a pic subfoler under the Camera's DCIM master folder, the camera automatically creates another subfolder. Each subfolder holds 999 pics. The camera will atuomatically create a second, third, etc subfolder for pics 1000 to 1999, 2000 to...etc.

LOST CD

Pecasa is a great free software. Try it.

You do not need cameras software to download pics from your camera, btw. Just plug in your camera to USB port and it shows as an external DRIVE or USB STORAGE device in your MYCOMPUTER folder. Just click on its drive letter and you are looking at your cameras memory.

Click on the folder called DCIM and then subfolder(s) named depending on camera model. For Panasonic it is 100_PANA for example. Click on this and here is your pics. View, Drag and Drop, Delete, etc any pic just as if it was already on your computer.

To down load all pics, Drag and Drop (or cut and paste)the whole pic folder (100_PANA for example) to a location on your computer, as \Documents\Pictures. To delete all pics on camera, right click on pics folder and delete 100_PANA folder. or folder where your pics show up on your camera.
