Hi, depending on how long you have been with face book would depend on the kind of problem you could be having if your face book is new like only been using the site a couple of days then all you need to do is wait until your account has been activated properly then you will have no problems using this feature.
If you have been using face book for a while then this feature could have been taken away due to abuse such as somebody trying to access your account and add or remove friends without you knowing in this case you need to contact face book and ask them why a block has been put on your account.
the only other reason this would have been removed is if you have been giving someone some abuse and a complaint has been made against you but dont worry to much as it could just also be an error with the site or even downtime with facebook servers as this can cause all sorts of problems.
Now if you problem has only happened today then try logging out then back in again after about 30 min ir so then if your still having the problem then wait 24 hours then try logging back in again and see if anything has changed, if how ever this problem has been going on for a few days then you need to get in touch with face book and ask them why a block has been put on your account to stop you using the add friend feature, you may just find this is an error on their side and they will let you know what their going to do and how to solve your problem.
Dont worry to much you will probably find the problem will solve itself within 24 hours if not please get in contact with face book and ask them whats going on.
