My motherboard (GA-8VM800PMD-775-RH) has a Intel Pentium 4 installed. Is that a Pentium Quad or what?

Depends on the socket type.. Socket 423 and 478 do not support core duo or quad core processor types. However, if you have LGA 775 (aka socket T) your motherboard will support the following:
Intel Pentium 4 (2.60 - 3.80 GHz)
Intel Celeron D (2.53 - 3.60 GHz )
Intel Pentium 4 Extreme Edition (3.20 - 3.73 GHz)
Intel Pentium D (2.66 - 3.60 GHz)
Pentium Extreme Edition (3.20 - 3.73 GHz)
Pentium Dual-Core (1.40 - 3.33 GHz)
Intel Core 2 Duo (1.60 - 3.33 GHz)
Intel Core 2 Extreme (2.66 - 3.20 GHz)
Intel Core 2 Quad (2.33 - 3.00 GHz)
Intel Xeon (1.86-3.40 GHz)
Intel Celeron (1.60 - 2.40 GHz)

This motherboard supports DDR2-800/667/533 Memory and any socket LGA775 CPU such as Intel Core 2 Quad, Core 2 Extreme, Core 2 Duo, Pentium XE, Pentium D, Pentium 4, and Celeron LGA-775 CPUs

You can also use any other intel 775 socket processor as well. The dual cores are at the top of the list for performance that are compatible with that board, but if you're looking for a cheaper solution, I have that board with a 3GHz pentium 4 and it runs great. Pentuim D is a processor that has 2 x cpu in one and a core 2 duo has 2 cpu's plus 1 smart core bigger cache 
you can only upgrade to a E2140 or E2180 processor on that motherboard 
OR replace the board with a newer type

If you want to work the actual speed for the processor of a dual core take the speed for example dual core 1.8 x 2.1 =3.78 GHz 
Core 2 Duo  1.8 x 2.4 = 4.32 GHz  

looks like that mobo can only suppoport up to 53 mhz front side bus for a celeron d processor
wht tht means is tht u can get any cpu tht has the front side bus up to 533mhz with the 775 socket forur motherboard

and forpentium 4 its 800mhz and agian any cpu with up to 800 mhz front side bus and 775



so ur best cpu for tht mobo would be the SL7RR it supports hyperthreading

did you mean bought? your new motherboard should come with cd. if your soud and video is on board, that cd is your driver for your hardware.
