I'm using Microsoft Outlook 2007. When I receive an email with a link embedded on it and I try to open it I get this message. "This operation has been cancelled due to restrictions on this computer. Please contact your system administrator"

If this doesn't help, you should post information on the kind of email service you are using. Specifically, who is the email provider (Comcast, Verizon, etc.)
Links in an email in the Junk folder will never work. It is set this way to protect you. However if you are clicking a link in an email in the Inbox, right click the link and then click "Open Hyperlink". Once you do that the links on emails in your Inbox should work from now on. If not, is IE your default browser? If not make it so. If that does not work open Internet Options >> Control Panel >> Programs Tab >> Reset Web Settings.
The sender did something wrong, because Outlook can read html without problems. Try to go to the page itself, if you can find the link, or try to open the html attachment in Internet Explorer. (Right-clik > Open with... > Internet Explorer.)
