Right click on the .exe file, go to the compatibility tab and select an inferior operating system. Apply, Ok and it should work properly

run the Installer in Compatability mode for Windows XP SP3, as that will run both the installer and the game fairly well.
Right click the installer, so to 'Properties' then go to the Compatibility tab, and run the Installer in Compatability mode for Windows XP SP3

The game may work natively on Windows 7. If not you could try to run it using Windows XP compatability mode in Win7. To change the mode to XP do the following:

On ValuSoft 18 Wheels of Steel desktop shortcut right
click>properties>compatibility> check run this program in
compatibility mode for windows xp (service pack 3),
Toggle along with other windows version
Check to see if it works
