I have a LG Hands-free HFB-500 and have no clue what the Pin is how do I reset to connect with my new phone

Depending upon the make and model of your car, you may have a windscreen fitted which blocks most of the wavelengths which solar chargers particularly rely upon.

To test that idea, leave the charger out in direct sunshine sometime when you can safely watch over your equipment and see whether it charges or not.

The Default Pairing code is 0000 or 1234

puk code is from you guessing your sim's password too many times. just call your carrier to reset.

Try deleting all paired device from the parrot and your phone, remove battery from you phone to reset it. Then follow below instructions from Parrot.
Pairing Devices: ** From your car kit:
** Select SETTINGS / ADVANCED SETTINGS / PAIR WITH PHONE / OTHER PHONES

* From the phone:
* Select MENU / SETTINGS / BLUETOOTH / MY DEVICES / SEARCH NEW DEVICE
* The phone will search for available devices
