My Kodak Z740 will not turn on after I changed the batteries. Before, it had a Duracell Ultra CR-V3. I replaced it with an Emerging Power CRV3 battery. But the camera will not turn on with the EP-CRV3.

That sounds like your batteries are worn out because they are rechargeable. The trickle charger doesn't have enough milli-amps to run the camera only to charge the battery.
I experienced the same thing while i was fixing a problem with my lens not extending fully. I simply used a vacuum cleaner over the lens to remove possible dirt/sand. After my initial (lens) problem was solved, using the zoom would automatically shut off the camera, so i used the vacuum some more and all the dirt preventing the zoom from extending is gone, so the camera works 100%
This problem is frequently due to corroded battery terminals inside the
camera. Remove the batteries and wipe the terminals with a soft cloth
(heavy corrosion may require a fine wire brush, steel wool, or
sandpaper). Remove any residue left in the camera by the cleaning.
Clean the terminals on the batteries in the same manner, and then
replace them in the camera. This cures most problems, but if it

plug it in dc power if you have a docking station the unplug the cord from the dock and into the camerea. regargable batteries only charge if the cameras sitting in a docking station
