The manufacture date is determined by the SERIAL NUMBER. The following link explains:

Look at the last two LETTERS of the serial number. The first letter represents the YEAR the appliance was manufactured. The second letter represents the MONTH.

May be the heating coil is bust?
The control panel is in parallel usually so as long as the controls are getting power they will turn on. But if the coil is gone you wont get heat. If you want to try fixing it, you may need a multimeter, or a continuity tester.

Unplug the range. Open the control panel and unplug the ribbon connector to the control. Plug the range back in. If the beep continues replace the control. If it does not continue replace the touchpad.

Your oven door has tension springs. check to see if it came off on the side with no tension. If you have a bottom drawer, pull it out. You should see the spring underneath.
