Delstar is a USB mp3 player and you don't need any statup disk. Maybe it came originally with a CD as help to intall USB port on windows 98SE
If it won't work simply inserting it in your USB port check if it's blocked by lock but I believe it has no lock so if won't work, it is DEAD.
first, you plug your mp3 player into a unoccupied usb port on your computer. then, it should come up as a drive and you simply copy and paste your music onto said drive.

My delstar is doing the same thing. It got a brand new Energizer bunny AAA It wont do nothing but say starting. It seems like everyone is having the same problem which sounds like a manufacturing defect. maybe Delstar should look out an give me my 30 cash back. Probally not going to happen so maybe u can help. Go into Windows Media, get your music library out. You should see the mp3 device on the right side of the screen. All you have to do is drag and drop the songs you need.
