In order to have suction you need air flow.Essentialy,a vacuum cleaner is trying to create a vacuum the whole time it's on.Just because the beater bar turns doesn't have anything to do with the suction.That is created inside the canister.You have an obstruction in the hose anywhere between the motor and the power brush.
Start simplest always and work back to most difficult... so make sure you have power to the main unit, do you have a cheap voltmeter? If not they're cheap... Second check that connection plug is not stuffed with debris. Point is isolate whether it is the unit or attachment, most likely it's in the connection and repairable by you or used vacuum repair.
the drive belt only controls the beater bar if the bar is spinning the belt is fine. the no suction problem is probably caused by an obstruction in the line , the most common place that this occurs is where the handle pivots from the power head, if the tool hose can not be pulled at this location, remove the cover for the beater bar and you should be able to reach obstruction from there
I am getting suction to the power mate, but the mate doesn't
