You may need to change the com port that the printer is using, it may be in conflict with some other hardware. Go to device manager and click on printer and right click go to properties and see what com port it is on., check other hardware and make sure nothing else is running on the same com port.
You may also try re-installling the software.

I just figured out that if I connect it with the usb cable, it works. I guess it is a network problem that I cannot seem to solve. I have created exceptions for all the hp devices. Perhaps it is a router problem???
Have you tried unplugging the scanner (both USB & power) and reconnecting it?
