Can't help without knowing the make & model machine.

Some machines have a dial or lever to raise/lower the feed dogs. Others come with a plate that covers the feed dogs. Your owner's manual would have the instructions.

A set of feed dogs typically resembles two or three short, thin metal bars, crosscut with diagonal teeth, which move back and forth in slots in a sewing machine's needle plate. Their purpose is to pull ("feed") the fabric through themachine, in discrete steps, in-between stitches.

The feed dog for that machine is NOT designed to be raised or lowered; instead a cover is put over the needle plate. You might want to remove the needle plate--it's designed to be removed to access the bobbin case--and see if you can pop it up again. On models that DO have the ability to raise and lower their feed dogs, once it has been lowered, if you press the dial or lever to raise it, it won't raise until the hand wheel is turned one or two times.

There is a dial on the bottom of the free arm in the middle. The dial should be turned to left to drop feed dogs and to right to raise feed dogs.

Here is a link to page 22 of the manual. It shows you where to flip the lever to raise the feed dogs. If your feed dogs are not grabbing fabric your feed dogs are lowered.

I think the Quilt Des. is the same as the Designer 1 (which is what I have) and the lower feed dogs is a serrated dial (looks like part of a circle sticking out of the machine) located on the lower front of the free arm about 2 inches to the right of in line with the needle. You turn the dial towards the left to lower the feed dogs and to the right to raise them.

The switch in the back will lower the feed dogs.
