If you pull out the crown to the first stop, then press the start/stop button that should move the second had on one second per press. The reset button moves one of the other dials. If you pull the crown out to the second stop, the start/stop moves the minute hand on, and the reset button moves the other small dial round.
The instructions for you watch are not clear as there is no specific method to align the hand with zero, other than the normal method.
The instructions say "a long pressure on the crown to set zero". The meaning of "long" is open to interpretation, so perhaps you are not pressing the crown for long enough.
If this is not the reason for your problem, then I suggest you go to a TAG dealer and discuss you problem with them.
