Cannot shut it off permanently - Avalon Ezc Voice Series Low Vision Talking Watch 2608

It sounds like there is a short somewhere, or the Indiglo function is permanently on.
I suggest you look inside the case and check the movement and how the battery was installed and see if anything looks wrong.
If you can find nothing amiss I suggest you take it to a jewellers or similar that does battery replacements and let them work it out.

Water vapor is getting inside watch and condensing. Need to address any and all seals to make sure that they are air/water tight.

No, it would drain the battery in no time flat.

By the looks of the photo, the display will only be visible when the light is on & to have it on all the time will be exhausting. Unfortunately you have a "Stealth" type watch.

Is it SOLAR?
I have a Casio Pathfinder, SOLAR, ATOMIC! They have a permanent battery!!!
It must be exposed to the sun occasionally to charge. If yours has nothing on the display, try putting it out in the sun for a day. Put it in a window, sitting on a window sill. Depending on how little charge it has, it may take as long as three days to charge.
Otherwise, the alternative is calling Casio, getting an RMA and sending it to them for a battery replacement.

time zone as follows:

the time zone setting mode.

M=Mountain C=Central E=Eastern 4. Press the f,'lODE key to save and exit the time zone setting mode, or let it exit
automaiically 30 seconds later without pressing any key.
