Resetting
a Dell Inspiron to the factory settings allows the user to restore the
Dell Inspiron to the original operating condition as if it was just
taken out of the box. Dell system includes a restore utility called 'Dell Symantec System Restore' to reset or restore your Dell system to factory setting.
Step 1:
Before reset any Dell Inspiron laptop, backup your all important data
and programs, otherwise you may lose it. It is recommended to use an
external storage device for your entire data backup, so that you couldn't lose it in any sudden occurring issue...
Step 2: Remove any other unnecessary external drive and restart your Dell Inspiron laptop.
Step 3: Press 'F8' key continue until 'Advanced Boot Options' wouldn't be appear.
Step 4: Use your keyboard arrow key to select 'Repair Your Computer' from the list and hit 'Enter'.
Step 5: Now click 'Next' and login as the administrator account.
Step 6: Click 'Dell Factory Image Recovery and Data Safe options', select your language option and click 'Next'.
Step 7: Click the check box 'Yes, reformat hard drive and restore system software to factory condition' and click 'Next' to start Dell Inspiron reset process...
This
process will erase all your previous changes that have been made to the
Dell Inspiron laptop and reset the configuration settings to factory
setting.

YOu can try system restore, think of the possible time where your computer was working properly without hussel then that will be your restoration point, or better try to back up your files and do tjhe factory image . Since this is a DELL computer pressing CTRL+F11 will do the factory default setting of your system that is why it's highly recomended to back-up files first before doing this.
If you want to reformat to factory condition, then press Ctrl + F11 at start-up when the blue bar comes up with "Dell.com" on it. If you miss it then just let it start up, then restart and try again. If it still does not work, press F12 at startup and select recovery option. Please note, if you have deleted the Dell Recovery Partition this will not work for you. You will need to reformat by inserting your Operating System CD at Startup and booting from that (F12).
if you are talking about the factory settings restore
1: windows XP- restart.. on dell logo hold down ctrl and tab F11 and push the restore tab as u see it
2: vista- restart .. on dell logo tap F8 and select repair my computer.. login as admin.. from the list choose dell factory image restore and confirm data deletion.
don't hit ctrl f11 instead hit F8 and then go into Dell Factory Image
Restore, that will wipe, format and reinstall all the factory software
that's stored on the Recovery Drive.
