Hi activebiz,
I see you re-installed Windows on the machine with Win XP Pro 64bit but you are having issue with the driver as mentioned.
If I may ask before you installed win XP 64bit did you have win XP 32bit?
If so then try downloading a driver for a 64bit version to make the Modem driver work, having an Incorrect version of the driver will really not show up in device manager, and make sure the driver you are downloading is the correct driver.
You did not mentioned the Brand of the Machine or Motherboard that you have and the modem that you need a driver for is that a built in Modem on the Motherboard or is that a modem external provided by your Internet Provider.

Q.
My computer only has USB ports. Can you recommend a Serial (nine pin) to USB converter cable that will work with the Professional Sew Ware™ 2.00a?
A.
We have found that the PSW works best on newer computers when the USB serial adapter cable has not only compatible drivers for the Windows operating system but also a FTDI chip. We have found this FTDI chip in the cable which is listed below: CUSB-232A available from Computerplug.com and Cablesalesusa.com. Any USB to serial adapter with an FTDI chip will work. These cables will work for Windows XP, VISTA, and 7.
Richard,
To do that you must install the Nokia PC Suite to your Mac and then connect the phone thru a USB cable or BT. Once connected you can backup the data, use it as a modem to connect to the net, xfer files to and fro., install third party progs etc etc.

Where can I get drivers for my Rockwell/Conexant HCF or HSF modem for Windows XP, or I am having difficulty installing my modem in Windows XP?
Conexant has worked with Microsoft to ensure that many PCI modems are supported using a generic data/fax driver that is available on the XP distribution CD, therefore in the majority of cases your modem should automatically be detected and the generic driver correctly installed. Run the List Modem application (listmodem_app.zip) found on the Modem Driver Assistance page to find out if your modem is supported in the inbuild driver on WinXP. If the answer to "WinXp Inbuild Support" is yes, then your modem will work after upgrading to WinXP even when you run the compatibility test before upgrading and you get a warning. However the XP distribution CD does not have drivers for Conexant USB modems or modems that interface to the PC using the AC-Link bus. The AC-Link bus is primarily used in notebook PC's and some desktop PC's. In these cases it is necessary to download the correct driver from the manufacturer before upgrading to XP. If you get the message shown below and you have a notebook PC use the links below to obtain XP drivers.
Example XP Error Message:
If you do not have one of these PC's it means that the current driver that you are using in your previous operating system is not compatible with Windows XP, however if you have a PCI modem it is very likely that your modem will be supported by the driver available on the distribution CD and will work when you upgrade to Windows XP, and you should proceed with the upgrade. If you are using Windows Xp, just connect the modem using USB/LAN it will be automatically detected & software for it will be installed. Then you can just set up a connection, put in your username & password, done.
If you are using Windows Vista / Windows 7, modem in LAN mode will be installed automatically like XP, but not in USB mode. Because there's no USB driver for UT300R2U (BSNL modem) in Vista. You need to find a ZTE Remote NDIS device driver, install it & then you can connect. Hope this will fix your problem.
upgrade your windows xp, drivers are not required to use the router on your computer if you are using the windows xp.
or you should have a look at your lan drivers first
or if you are trying to connect your router using the usb cable, please try to update your usb drivers.
