That is BIOS going nuts for 1 or 2 reasons
first if 14 years old facts of life.
the RTC coin cell is bad. replace it first

replace this now or BIOS goes NUTS, Wonky/wacky.
2: then we test the HDD most this old are bad.

BIOS passwords are used to add an additional level of security to your machine. Without the correct BIOS password, your Dell Optiplex 745 will not complete the boot process. The password can be reset whether you know your current password or not.

Turn off your Dell Optiplex 745. Start the computer. Press "F2" the moment the Dell logo appears on the screen. You will only have two to three seconds to press the key. Enter your BIOS password. Navigate to the "Exit" screen. Select the "BIOS Password" setting. Enter your BIOS password and a new password if desired. Do not enter anything in the "New Password" box if you want to remove the BIOS password completely. Press "Enter" to save your password settings. Shut down the computer after it has completely restarted. Disconnect all cables and remove the cover again. Replace the PSWD jumper. Replace the cover. Reconnect all cables and restart your computer.

If you think your vga card is not responding?? just try to insert another vga card in your expansion slot.
Otherwise you mean your computer have no display first try to switch on your pc and try to hear your computer fans are all working..if it is working just try to re install your RAM and u must clean it with a cloth.

The main failure on the Optiplex 745 units are capacitors on the motherboard. When they fail you can get all sorts of strange problems - no boot, blue screen issues, no video or distorted video. Open your machine up and look for bulging capacitors on the board. Here is a link to a guide showing what to look for on the motherboard to determine if your problem is capacitor related or not.

If you do find bulging capacitors on the motherboard then more than likely that will be your problem. You can replace the capacitors and your board will be as good as new.
