Just out of curiosity, you haven't got a usb device plugged in as you are booting the laptop have you?
If not, try this:
Remove battery, unplug power, hold power button for 60 seconds, turn on
computer with power plug only, then shutdown, add battery and restart
If that fails to work, check that the charger indicator light is not flickering, this indicates that the power is not completing the circuit (damaged power capacitors/ fault on motherboard.
Are you using a genuine Toshiba charger, these laptops are prone to breaking down if an aftermarket one is used, a non-genuine one can damage the motherboard as well.
How many blinks does the caps lock make? Flashing caps lock is usually a sign that the Ram may be failing. You can try replacing the Ram modules to see if it boots, also, a dying hard drive will prevent booting, remove and see if that allows the laptop to power up
After that, I'd suspect the motherboard is damaged and will need replacing
