it means your compressor hi pressure cause of blown fuse check the condenser fan if running ok if not replace capacitor or lubricate main shaft. then observe your comp. if working continues.
this noise is normal due to starting period the compressor felt hard pumping operation but after a minutes it run smothly or maybe your unit has a year in using there is a possible wear and tear of mechanical parts a try to set it your thermostat on your desired setting then observe operation. the function of to sense the temp. inside and stop the comp. after reaching your desired temp.
Thermostat can easily be determined, it has knob or a display for digital control. If it is a knob try to set it to high cool but if wont work.Try to unplug the unit and pull out the thermostat set it to high cool and check if there is a resistance on its terminals.
