The date created is just the date that the file was copied to your computer. If you look at the photo properties (stored in the "exif data" on the image file), you will see the shot date. You can also see this if you right click on the file icon and look at properties. It is usually displayed under the details tab in the section titled "Origin". The file data is stored by the computer and filesystem, but the shot date is actually a part of the file itself.

If you're doing it the same way you have done in the past, it should not have changed. File creation dates come from the operating system (I'm guessing that you're using windows).
If you copied the file, which is what most downloaders do, the file will get the current date as its create date.
If you moved the file, it would keep the original create date.
So if you want to have the same file create date (no reason to do this since the shot date is what's really important for a picture) you would need to use windows to open the folder for your pictures, and then use the "Move" command to put them in the new folder on your hard drive.
It might be that some photo downloaders use the Move command if you tell them to delete the photos after download, but all the ones I've used will do the copy and then delete the files afterwards.

There are numerous solutions for importing digital pictures from your camera to your hard drive. You can use Windows Explorer. By doing this, u maintain complete control over where ur digital images are stored on the computer. If you prefer to use an external application, Google's Picasa remains the best solution available. In addition to being a convenient way to manage your images, Picasa also includes common photo editing functions, supports some of the best photo organization works with low level photo data from your camera, and assists in uploading images to the Web or creating slideshows on your local system. Picasa uses the timeline features that shows when images were taken in relation to all your other images (which only works if your digital camera is set to the correct date). Picasa is free for Windows 2000, Windows XP, and Linux.

I am right clicking the photo and looking at properties. There are three dates listed. One is date created. Previously when I downloaded images this was always the date the picture was taken. For some reason this has changed to the date downloaded. There must be a setting either on the camera or within the software to download it that has been changed but I can't find it.
