Is their a program i can download to change my themes for windows 7 starter at first i couldnt change my wallpaper but then i found a program called OC and its possible so i wana know if someone created a program for the theme

Microsoft windows 7 has default 5 theme but Windows 7 beta 1 build 7000 onwards has several hidden & locked themes provided for regional countries such as Australia, Canada, Great Britain, United States and South Africa.Since these hidden themes are installed along with your Windows 7 installation you can unlock/unhide these hidden Windows 7 Themes for regional contries. Below are three deferent methods to get Windows 7 hidden themes.

Unhide the Windows 7 System and Protected Operating System files from Windows explorer -> Organize -> Folder and Search Options -> view tab
2. Navigate to C:WindowsGlobalizationMCT.
3. Open a MCT-(AU, CA, GB, US, or ZA) folder for the regional theme that you want.
NOTE: AU, CA and ZA regions all have the same themes though.
4. Open the Theme folder in the selected region folder.
5. Select the .theme file to use it.
NOTE: Once you select a .theme file, Windows 7 will save it so that you will be able to change or select this theme again from within the normal Personalization window location.
6. Hide the Windows 7 System and Protected Operating System files.
7. Enjoy your new regional themes!!
Method 2: Using windows 7 Search (Simplest Method)1. Go to Windowswinsxs Directory
2. Search for *.theme.
3. Double click themes with name in the format of XX to apply and save the theme.
Method 3: Registry Entry1. Open notepad and copy past the following lines

Dear user,

Unforetunately you cannot do anything to your desktop background because that is the default feature of Windows 7 Starter Edition.
You have to upgrade at least Home Premium of your Operating System for you to change it .

Welcome to FixYa! How are you doing?
Are you using Windows 7 Starter Edition? If yes, then you cannot change the wallpaper.
Windows 7 Starter has limitations:

Windows 7 Starter does not include:

* Aero Glass, meaning you can only use the Windows Basic or other opaque themes. It also means you do not get Taskbar Previews or Aero Peek.
* Personalization features for changing desktop backgrounds, window colors, or sound schemes.
* The ability to switch between users without having to log off.
* 64 bit version
* Multi-monitor support.
* DVD playback.
* Windows Media Center for watching recorded TV or other media.
* Remote Media Streaming for streaming your music, videos, and recorded TV from your home computer.
* Domain support for business customers.
* XP Mode for those that want the ability to run older Windows XP programs on Windows 7.

I suggest that you upgrade your Windows 7 Starter to Windows 7 Home Premium.

I m unable 2 change my theme and wallpaper

If your operating system is Windows 7 Starter edition, the customization is disabled. Consider upgrading to Windows 7 Home Premium or other edition for these features.
BTW . I found a hack for the wallpaper change in Windows 7 starter edition. if you want to try,
1. Click start and type regedit in the search box or run
2. Go to "HKEY_CURRENT_USER\Control Panel\Desktop\" folder and click on it
3. On the right hand side you will find a bunch of entries. Find the key named "Wallpaper" and double click on it and put the path of the picture you want as your new wallpaper (example path is "C:\Users\Big Dan\Pictures\new wallpaper.jpg")
4. Right-click on the "Desktop" folder in left pane click Permissions.
5. Click "Advanced"
6. Go to "Owner" tab, highlight your name in the box that says 'Change owner to' ( There are only two choices the other is Administrator )... once your user name is highlighted click "OK"
7. Click on "Advanced" again
8. Uncheck the button that reads "Include inheritable permissions from the object's parent"... click "Remove" when prompted
9. Click "Add"
10. Type "Everyone" and click "OK"
11. Check Allow "Read Control" and click "OK"
12. Click "OK" again
13. Highlight "Everyone" and check to Allow "Read" and click "OK"
14. Restart Computer

How to change the wallpaper in dell mini 10' inspiron

1. Download the Oceanis Change Background (http://www.sevenforums.com/attachments/tutorials/42272d1272912523-desktop-background-change-windows-7-starter-oceanis_change_background_w7.zip)
2. Open the downloaded ZIP file and extract the Oceanis_Change_Background_W7.exe file to your desktop, then run it to install it. NOTE: You will be prompted to restart the computer to finish installing this program.
3. When your computer restarts, you will see this as your desktop background. Click on the Oceanis Change Background Windows 7 shortcut to change your desktop background. (see screenshot below) 4. Browse to the images that you want to use and check (select) a image, or more than one image to have a desktop slideshow. Select the Picture position for how you want the images displayed, and any desktop slideshow settings if you selected more than one image. (see screenshots below) NOTE: These options are just like the default ones in the other editions of Windows 7 here that are now being allowed by this program by Oceanis for the Windows 7 Starter edition.
5. When done, click on Save changes.

Prepare Your Computer
  1. Because Micro$oft wants you buy everything from them, Windows XP wants theme files to be digitally signed. If they aren't then XP won't let you use the themes. You must first patch your uxthemes.dll file in your C:\Windows\System32 directory. This can be easily done using the Uxthemes Patch which you can download here. The patch supports Windows XP, SP1, SP2, XP 64 bit and Windows Server 2003. Run the patch, it will "fix" your uxtheme.dll file so you can use 3rd party visual styles. Disregard any warnings about files being changed, that is what we want to do. After you run the patch reboot your computer. Note: We recommend you create a restore point before running the patch just for good measure. We did not author this file we have used it our selves with no problems, use it at your own risk.
Install the XP Theme Files
  1. Themes are usually downloaded as a .zip file which must first be scanned using a virus scanning program, then unzipped to a temporary folder you can create on your desktop. Inside that folder you will most likely find a wallpaper image, .msstyles file, a .theme file and possibly a font file. it all depends on what the author has chosen to include in their theme package.

  2. If your theme package contains one or more font files (.ttf) copy them to your C:\Windows\Fonts\ folder.

  3. You may also find one or more .theme files (like axis.theme. Copy it/them to your C:\Windows\Resources\Themes\ folder. You will see a folder called Luna already in there, leave that alone, it is your existing Micro$oft XP Theme.

  4. Locate the .msstyles file, create a folder in the C:\Windows\Resources\Themes\ folder, I usually name it what the .msstyles file is named (like axis.msstyles so the folder would be axis).

  5. If you find a file called ShellStyle.dll, create a folder called Shell inside the first folder you created. Create another folder inside that called NormalColor. Copy ShellStyle.dll into the NormalColor folder.

  6. Most of the time you will unzip the file and everything will be properly ordered and only need to be copied to your C:\Windows\Resources\Themes\ folder.

  7. To install the wallpaper copy the wallpaper image file to your My Pictures folder.

How to Use the XP Theme
  1. While in your My Pictures folder that contains your wallpaper, click on the wallpaper file once to highlight it. In the menu on the left side of the window you will see at the top Picture Tasks. Click on Set as desktop background. You should see the wallpaper on your desktop.

  2. If the wallpaper needs to be stretched to fill the screen close the My Pictures window. Right click on the desktop, select Properties. The Display Properties window comes up, choose the Desktop tab. Your wallpaper should be highlighted in the list, using the Position box choose if you want it Tiled, Centered or Stretched.

  3. While in Display Properties if your theme had a .theme file select the Themes tab and select your theme from the list. If your theme only had a .msstyles file go to the Appearance tab and select your theme from the Windows and Buttons list.

  4. After you are done making your choices you can go to the Themes tab and save your theme by clicking Save As..., and then name it something.

  5. That's all there is to it and all without buying any programs.
