    Steven,
Can you provide a little more information? Have you replaced a switch, or has an existing switch failed? What kind of switch is it?

Sounds like the electronics of the motion detector is toast, probably from a voltage surge associated with your power failure. Since you have already used the manual switch, you have already tried the "reboot" option, but here is something else to try (it's a long shot). Turn the manual switch off, remove the light bulbs, turn the switch on for a few seconds, turn it back off, replace the bulbs and try again. Also, in the remote chance that this device uses an electo-mechanical relay (as opposed to all solid-state), the relay may be stuck, you might give it a couple of sharp raps while you have the bulbs out. When you turn it back on (before you put the bulbs back in) you might be able to hear the click of the relay if you go out there and give it some motion to detect. If all this doesn't work, you'll need to replace the unit. They may sell a replacement electronics unit for it. --- good luck.

Yes it sounds like the switch is stuck in the park position.
You could pull the harness plug for the switch and check the circuits with a meter, or replace the switch.

Where is the fuel pump shut off switch located in a 2000 pontiac sunfire

GM doesn't use a fuel pump shut off switch, the safety system works like this, fuel pump is turned off if the engine oil pressure goes to zero with the key in the run position. Ford uses a shut off switch that is activated by an impact exceeding 3 G's (3X the force of gravity), it is called the fuel pump shut off inertia switch.

How can you tell if the inertia switch is reset? I can still see a red line in the switch.

The fuel pump inertia switch button will be flush with the switch housing when activated. Just need to depress the switch till you hear a click. You can also test the switch by giving it a sharp tap with your hand. It'll trip the switch when you do.

When I turn the key to shut the engine down it

I don't think the starter solenoid is involved here. T

There should be a fuel shut off solenoid on the bottom of the carburetor which shuts off fuel when the ignition is turned off -- this is a safety feature as well as protection from damaging backfiring.

This fuel shut off solenoid could be stuck open.

There is a switch under the seat which opens and closes the solenoid depending on whether the seat is occupied. This switch as well as the ignition switch control the solenoid.
