Computer was used and left running at Desktop wallpaper. All was ok
Returned to computer two hours later and screen black as usual when hibernating. Computer appears to be running as activity light is blinking but the monitor won't start up. Power light is blinking. Happened once before but monitor came on when computer was restarted - but no result from this action this time.

You might have Windows 7 Starter, please be advised that Windows
7 Starter does not include Personalization feature for changing desktop background, window colors, or sound schemes.
However,
there is a solution for the desktop wall paper for Windows 7 Starter.You have to deal with the Registry.Please read my notes below.
·Click
start
·In the
search box or run, type regedit, allow execution
·(Important,export the current registry setting) Right
click on Computer and export the registry setting.
·Navigate to "HKEY_CURRENT_USER\Control
Panel\Desktop\"
·On the
right hand side pane, doubleclick on key named "Wallpaper"
·Change
the path of the picture you want to use as your wallpaper (example path is "C:\temp\mywallpaper.jpg")
·Right-click
on the "Desktop" folder in left pane click Permissions. Click "Advanced"
·Go to
"Owner" tab, highlight your name in the box that says 'Change owner to' ( There
are only two choices the other is Administrator )... once your user name is
highlighted click "OK"
·Click
on "Advanced" again then Uncheck the button that reads "Include inheritable
permissions from the object's parent"... click "Remove" when prompted
·Click
"Add".Type "Everyone" and click "OK". Check
Allow "Read Control" and click "OK".Click
"OK" again
·Highlight
"Everyone" and check to Allow "Read" and click "OK"
If your operating system is Windows 7 Starter edition, the customization is disabled. Consider upgrading to Windows 7 Home Premium or other edition for these features.
BTW . I found a hack for the wallpaper change in Windows 7 starter edition.
if you want to try,

To change the desktop image right click on the desktop and select Properties->Desktop. Here you can select any of the built in pictures if you like them or browse the computer for any specific that you may have somewhere on the computer/laptop.
How are you changing the Desktop wallpaper? Have you tried opening up an image over the internet and RIGHT click on that image? This will give you a dropdown menu with the "Set as Desktop Background" as an option.

I see...from what I understood you want to download a picture from the internet and use it as a wallpaper on the screen of the computer ...nothing more easy ... forst ..not all pictures from the internet can be downloaded but most do ....to make the most ..you need to open the picture into the larger size...after that right click on it to see if it has the feature for download....Usually this will apear something like :save picture as... when you do this it will ask ya to choose a location on your computer for it ... you canalready use it as a background..but in the minute that will not find it ..the suport for the wallpaper will be no longer viable...so ...first download...than go to the location you choose for it ...than just right clkick on the picture and it will be a line that says use it as a background...or ...set as wallpaper ..this is it.. all pics into your computer can be use this way ...and you can also manage them by right click on desktop...choosing properties...and than desktop...there will be more features for desktop...but the way I described its the straight and simple one
1. change your theme to windows classic and then setup your favorite wallpaper.
2. if this fails create a new user account and see if you have the same problem in it too. If no, you can use the new user account and delete the one which you are using currently.
