Most shops no longer service vcrs due to the fact it is cheaper to just buy another one, Labor is $55.00 plus Parts you can try unpluging unit for 1hr then try it again other wise just Buy another one Pawn Shops sale them New in the box for $25.00
The issue is most likely the plastic gears inside, they would need to be lubricated to get the vcr to function properly again.
make sure all the gears move properly (while having the top cover of the vcr off, make sure that all the gears move without getting stuck or similar, this can be easily spotted when you have it apart, do not touch the powersupply area or anything else while the machine is plugged in)
it would be best to do the maintenanced unplugged but the gears might be difficult to move without power in the machine, if possible don't plug in while the cover is open.
the issue can also be a number of things that you should be able to spot once you have the vcr apart.
If you have no experience at all, it might be best to take the vcr to a local repairer.
ask at a local electronics repairer or hardware store on what they recommend.
