Gold Star mini split heat pump 24,000 btu. Changed indooe as we as outdoor boards and still goes in cooling mode only. Reset button on outdoor board calls in heat but not by inside hand set. Len Cabana Techno Refrig. Inc. PS: Sometimes indoor green light flashes five times. Close power breaker and try again with inside hand set. Still no heat or fan on.

On a heat pump the difference from heat to cool is the reversing valve.
In cooling or heating the Y1 terminal will always be energized, this is the contactor.
Depending on brand the reversing valve will either be energized in Heat or Cool. At the outdoor unit check to see if the reversing valve is getting 24 volts in cool, if not check to see if it is getting 24 volts in heating. The easiest way to check if the reversing valve is shifting, is to feel the big copper tube, (it is not the suction line on a heat pump) this is a refrigerant vapor line. It will be cold in cooling and hot in heating.
Check your thermostat installation instructions and heat pump installation instructions to determine the proper terminal designations for your heat pump and thermostat. There are some brands out there that use the B terminal as common to the 24 volt circuit, so you have to check the wiring and make sure this is not common.
If it is energized in Cool then the Y1 and O terminal will be energized. You will have 24 volts from common usually the C terminal to Y1 and O.
If it’s energized in Heat then the Y1 and B terminal should be energized. You will have 24 volts from common usually the C terminal to Y1 and B.
If you get heat when you’re calling for cooling or vice versa then switch the wire between the B and O terminals.

The outside unit leds have a 29 code, before it goes into shutdown. Outside is a LAU180HSV Invertor V Split System. Installed in 2012.

That code means that the compressor is drawing too much current when it is trying to start. It is highly unlikely that the main board is bad.

Does not produce Heat

Sounds to me like it is defrosting the outdoor unit. Is this possible? The process takes a little bit to complete but it will then start up again.

Outdoor controller circuit board sounds faulty. This error means that the indoor and outdoor units cannot communicate. Replace the outdoor controller in this case. Check if there are more than one outdoor PCB as others can be damaged as well.

I am not sure about your specific model. However most A/C units I have worked with have a fan switch. The switch allows you to choose to have the fan on all the time or only when the unit is cooling. Some of these switches are behind the front panel, behind the panel or out in the open it should be close to the other controls. Hope this was helpful.

Make sure the indoor filters are clean. The outside unit will continue to run until the indoor reaches the temperature you have selected. Dirty filters can throw the temperature out. Its common for outdoor units to freeze up when on heating mode if the ambient air temperature is below 5 degrees Celcius.. The machine should however, defrost itself. There could be a problem with one of the pipe or air sensors on the outdoor unit.

My new LG mini split 24,000 BTU unit is Freezing up on the small tube side. Not cooling properly. I thought freezing up (low on freon) but wouldnt it be on the larger tube. Is it running the fluid...

The larger tube is the return tube for the hot freon gas from the evaporator. The small tube is the cold freon after is has gone through the condenser where gas is condensed to a liquid when the heat is removed. So I would say your system is low on freon.
