The Voltage refered to is the Arc Voltage not the input voltage, for dip transfer the arc voltage needs to be 18-20v for spray transfer try 25-38volts both depending an the WFS setting. arc voltage is set on the voltage control dial. lets know how this turns out.#

From the user manual for a generic dynasty model welder: 2 Help 2 Display Indicates an open in the thermal protection circuitry located on the left side of the unit. Contact a Factory Authorized Service Agent if this display is shown.
So you could have anything from a broken or disconnected wire to a bad thermal switch.
