Contact Masterlock.com and fill out the form, get it notarized and send it in for the combination to unlock it based on the S/N which is on the lock.(http://www.masterlock.com/faq/LostCombinations/). Good luck on this since Masterlock will end up finding something that will prevent them from giving you the combination. Its quite frustrating and NOT worth the trouble.
2. Go to home depot. Buy a 24in bolt cutter ($22) cut the stem of the lock. and replace with a new lock that you can buy from home depot for $ 29.00. If you have a key that is inside the lock box that you really need, You will now need to drill out the combinations piece by piece and the door will pop open or send the lock back to Masterlock. They will retrieve the key for you and send it back.
If you do not have the combination, try to contact the manufacturer directly. There may be a serial number on the lock that they can match the combination to.
If that does not work, you will need to contact a locksmith.

You can dial all the combinations (1000) in a couple of hours while you watch TV. I just did one (2012 version with letters) and hit about half way through. The problem is going to be a lack of a key. You won't be able to open the shackle on some versions and won't be able to reset the combination (same key for both functions).
Sure blame the poor kid.
Think about it, what good would a safe be if by pressing a few keys the combination was changed?
As with any combination safe you need to clear the combination by turning one, two or three times in the opposite direction before entering the combination.
Instructions:
Opening the key storage
compartment door
1. Open shutter door to reveal the dials
and the release button
2. Rotate dials to the current combination
(if the lock is new, the combination is set
at the factory to 0-0-0-0)
3. Press down on the release button
to open the door
4. Pull the door fully open
5. Add or remove keys
6. Close compartment door
7. Scramble the combination dials to lock
the door and conceal your combination (A)
8. Close the shutter door (B)
To set a new combination:
The initial combination is set at the
factory to 0-0-0-0
1. Open the compartment door
(see instructions above)
2. Push the reset lever left and down.
The lever remains in this position
3. Rotate dials to your desired combination
4. Push the reset lever, up and right, back
to the original position
5. Close the key storage compartment door
6. Scramble the combination dials to lock
the door and conceal your combination (A)
7. Close the shutter door (B)
To hang shackle model
1. Open the compartment door
(see instructions above)
2. Push the shackle release lever to the left
to open shackle
3. Pull the shackle up and out of the lock
4. Place shackle around door knob or other object
5. Close shackle to lock
6. Close the compartment door
7. Scramble the combination dials to lock
the door and conceal your combination (A)
8. Close the shutter door (B)
Reminder:
(A) The release button will open the lock
until you scramble the dials
(B) Keep the shutter door closed to increase
weather resistance and to conceal the
dials from view
