It is an older clock manufactured and programmed before they changed the time change dates. Leave it alone for another 2 weeks or so and I bet you the time will change. If you change it now then later on it will change and be an hour fast.
Look at your computer time. Bet it has not changed either even though it is programmed to change automatically.
To set up your clock simply install one fresh AA, LR6 ALKALINE battery. Due to the nature of long wave radio signals it is normally not possible to receive a signal during the day so it is best to install the battery late in the evening. Select your time zone by pressing one of the four time zone buttons PT-Pacific Time, MT-Mountain Time, CT-Central Time, ET-Eastern Time. The time zone buttons may be pressed any time after installing the batteries. If multiple buttons are pressed the clock will set to the time zone selected last. If no time zone is selected the clock will default to Pacific Time. Another time zone can be selected during or after the clock has set itself. Your clock can only set itself to one of the four time zones stated above. For time zones outside of PT, MT, CT or ET you must manually set the time using the Manual Time set button on the back of the movement. When the battery is installed the second hand will advance eight seconds (two seconds per step x four steps). The clock is now searching for a signal. For the initial setting it is recommended to stand the clock in an upright position near a window. Within five minutes the clock will either receive the WWVB signal and set itself to the exact time, or it will determine that the signal is not receivable at its current location and time of day. If a signal is not receivable it will fast-forward the hands to the 4, 8, or 12 o'clock position and search for WWVB each hour until a signal is received. If the time is manually set the clock will continue to periodically search for a signal and automatically reset the hands when the signal is received.
If you have an atomic clock/watch that is not showing the right time, you could have one or two separate problems. First, the clock may not be set for the correct time zone. Second, the clock may have a manual switch to adjust the time for daylight savings time. Each of these problems can make your clock display the incorrect hour of the time, especially after you change the batteries and your clock "forgets" some or all of its prior settings.
Check the back of your clock to see if there is a button or switch to set the correct time zone. If your clock appears to be set to your time zone, change the switch to another time zone and see whether the clock moves forward/backward to adjust. Once it has finished adjusting to the new time zone, adjust the clock back to your time zone to see whether it will now correctly reset to display the time.
I have seen atomic clocks that have manual adjustments for these settings as well as ones that adjust automatically other than the time zone. If you provide the manufacturer and model number of your clock, we should be able to provide more detailed instructions.

Setting the Time
This receiver uses the 12-hour display notation.
1 Turn [SEL] button to select CLOCK ADJ.
2 Press the [SEL] button. The clock adjustment mode is activated.
3 Turn [SEL] button to display the item to be selected for adjustment. Hours, minutes or exact hour will be switched each time the button is turned.
4 Press the [SEEK / FAST] button. [SEEK] button: Turns the time forward. [FAST] button: Turns the time back. To set the clock to 0 minutes, 0 seconds (an exact hour), press the [SEEK / FAST] button. For example: At 3:29: Pressing the [SEEK / FAST] button returns to 3:00. At 3:30: Pressing the [SEEK / FAST] button advances to 4:00.
5 Press the [RTN] button. At this time, other adjustments can also be made in Function Mode.
Make sure that you have the clock set for the correct time zone, and that the DST feature is switched ON. If those settings are correct, try replacing the batteries. Weak batteries frequently cause an atomic clock to "jump" one hour in either direction.
Make sure that the clock is set for the correct time zone and that the DST (Daylight Saving Time) function is ON. Also, although not mentioned in the manuals, these clocks will typically jump and hour ahead or behind when the batteries get weak. Replace your batteries if they are more than a year old.
The clock will set itself at specific time set times, this is likely to be at 0200 0400 and 0600.
You will however be required to set the time zone, the switch is likely to be on the back.

Hi there. I believe that your clock is automatic. It jumps to the signal from the atomic clock somewhere in your area, every hour. Could be false signal from somewhere. Iceman.
Turn the system on and press the "Clock/Timer" button (located above the eject button for Deck 1). The clock will appear. To change the time, simply hold down either the < or > buttons (the ones you use to change radio stations and begin CD/tape playback). Press "Clock/Timer" again to lock in the time.
