Those LED flashs are a fault indicator...First thing to do is to try a reset:
With the TV plugged in push and hold down the reset button on your remote then press the power button on the the TV and then release the reset button once the screen has come up.
9 blinks means, "Zero Crossing Detector" and the probable cause locations listed are "D6166 or D6114 is open
If you are handy you can replace D6301 diode and it fixed the problem. You can buy that diode at partstore.com for $3. good luck
If still no luck then this is going to require a serviceman.

d6301 from the line i put my meter black lead negative and the other side is positive the diode beeps for a half a second but no steady beep but it is reading ohms. does this mean it is bad i have check a different diode and i have a steady beep. I just want to confirm?
I can turn the unit on by pressing "display - 5 - vol.down - power" but how do i get the diagnostic to go away?

The part number for location d6301 is 1n4004. next you probably should solder diode location d6116 and d6117 on the g board.
