Theres only so much water that resevoir inside can hold once it empties it must sit to cool or chill. once used then ur just gettin straight water from ur water line from the house...

Turn the temp down on the refrigerator side but not below freezing. Some frigs have a "trap" set up for the water dispenser. its located behind a panel in the frig and it is there to help chill the water before it dispenses. if the frig setting is too cold then it can freeze the water .
start by checking the solenoid that supplies the dispenser to see if it is burned out. It is usually located in the back lower part of frig where the water inlet line hooks to. There are usually 2 solenoids.... the ice maker and the dispenser. Unplug the frig before testing these. The resistance across the ice maker and dispenser are usually the same. If the dispenser solenoid is "open" on the ohm meter then the whole water supply valve needs replaced. Another problem with some units where the dispenser is on the FREEZER side...the lines behind the door will freeze.
It sounds like the water filter needs changed. Yes I see It's only been one month. Also make sure you have good water pressure to the frig. I hope this helps.
We had the same issues with the water freezing and called a technician out. He added some extra insulation installed around the water lines inside the refrigerator and we also keep our frig at 40 degrees Fahrenheit, slightly above the manufacturers default setting. Hope this helps.
Is your fan blowing in the freezer?
Frost on the back wall of the freezer usually indicates a defrost problem... defrost themostate, heaters, take back panel off and check evap for frost build up and if your fan in working.
