There is no way to 'download' arabic to your phone but it may be possible to have it 'flashed' with a different language pack.
The reason for this, is that phones come with a set language pack depending on which market/country the phone is sold. For example, if a particular phone is destined to be used in Europe, it will be preloaded with a selection of languages that are common to the European market.
As your phone does not have Arabic language, it means that it was intended for a part of the world that does not use Arabic. You cannot add additional languages to the phone by yourself.
The only thing you can do is enquire from the Nokia Service Centre as to whether they have the capability to change the entire language pack by reflashing the preloaded software to one that includes Arabic.

Did I not explain this fully in the solution?? What part of the answer is not clear to you? I will take you through the process again using the same pointers from my original post.
1) "You cannot add additional languages to the phone by yourself."
2) You must "enquire from the Nokia Service Centre as to whether they have the capability to change the entire language pack by reflashing the preloaded software to one that includes Arabic.
To Summarise Again:
For a language pack, a phone can only be reflashed using a cable connected to specialist software. You cannot do this yourself. You must ask Nokia Service if they can connect it to their specialist software and put a totally new language pack on it or not. I gave you the contact email to do this.
The languages stored within the Arabic language pack will depend on how Nokia have set this pack up for that particular phone. Generally English will be included but any other languges will depend on the common area the language pack is designed for.
