Just an idea....your impeller inside the pump is clogged or defective. Unless you have a leak, this is the only thig it could be. It is surging due to excessive air in the system.

My h23 dohc v-tec is surging could it be a clogged cadilletic converter

Very low possibility. More likely the fuel injector(s) are worn. They are good for only about 75,000 miles- their expected service life.

if they were recently replaced, check fuel pressure regulator- unplug the vacuum line, or put a gauge on the line and see if it has steady fuel pressure.

If it surges while driving- at highway speed, while throttle position sensor is a possibility- rule out the fuel system. If you have the MAPP sensor, make sure the atmospheric vent is clear, mason bees like these for nesting. If you ahve the Mass airflow sensor- back flush it with contact cleaner to clear the heater wire and the sensor.

A clogged catalytic converter would make acceleration slow, the engine would sound like it was straining, and top speed would be limited.

Lots of water on basement floor at pressure tank.

sounds like the bladder tank at the well is ruptured this will cause pressure surge, and pump short cycling, and needs to be replaced asap.

2001 2500hd duramax idle surge. doesn't do it all the time. oil pressure gauge fluctuates small amount but RPM stays constant.

Well there are quite a few things that casue a "surge" in a common rail diesel. You will need to check injector flow rates (scanner only). Fuel pressure regulator for pulsing (scanner only). Supply side fuel system for air leaks (seeing if it is sucking air into the system).
My bet would be the injectors, because you say the rpms aren't going up and down, which is usally what happens when the regulator goes bad, and when you **** air into the supply they have an extended crank. Report back with your findings.

Heater surging

We are a service center for these type of heaters. The most common problem causing surging is the air pump and or the rubber hoses. If the pressure gauge holds steady then it is most likely one or both of the hoses. New from the box we get heaters with the hoses bent and sometimes even rotten. In an emergency you can turn the carbon vanes 180 degrees and put the pump back in service.
