I have the same problem. I had a repair man here and he said the main powder logic board ( WB23T10014) was the problem, it would cost $757 to fix. I ordered the board for $230 and installed it myself but still have the F113 problem.

Hot surface light stays on on GE Profile Cooktop model JP989 and On does not light for left burners. This is only happening on left burners. Left front burner goes to high with any setting on the switch...

You could have a shorted burner, if it is not then you may have gotten a bad part.

always unplug electricity before attempting to repair on any electrical appliance

GE profile JP969 fault code F113

I took the cooktop apart I removed the terminal from the main electronic board . The left front burner has 2 white wires and 2 yellow (my case). The 2 white wires lead to the RTD sensor. With an electric meter set on OHMS check continuity between the two wires leading to the RTD sensor .If the reading is more than 1030 ohms is good if not than you need to replace the whole burner that comes as a complete unit with sensor and ribbon heating element.I found it on line for $114.00 +shipping.I wish they sold only the sensor but it would've been too cheap and not worth it for the makers . All connections to that burner are very easy put back together . Some suppliers may ask for as much as $175-$195 for the complete unit .

I get an error message F113 for one burner

This indicates failure (open circuit) of the left front temp sensor. You can search for my solution for replacing a element on a JP939 and JP969. Will likely require replacement of the element (~$160).

On light comes on but burners don't get hot.

Dear friend,

sounds like your problem could be either burnt out element or wire to the element or both. I am qualified in saying this as i am an electrician & have experienced these problems many times in my busness.

Cheers

I get a hot surface light when the burner is off and has not been used. My wife said she got a fail code but was unsure of the problem and did not write down the code. I have cycled the breaker on and off...

This is usually caused by one of the infinite switches. They are easy to check and replace. You will need to remove the cook top and disassemble to access the switch assemblys. Here is a link that will walk you thru testing the switches http://appliancehelponline.com/infiniteswitchvideo.html You can also enter your model # for diagrams and illustrations of your model.
