Not sure - The Nikon D100 , D1X , D1H & D1 are the earlier Nikon D-TTL , which means only the Nikon Speedlights SB28DX , SB50DX , SB80DX , Metz 45 CL 4 DIGITAL with SCA 3402 & connecting cord , Metz MZ - 54 -N with 3402 hot shoe foot , Metz MZ 70 & some Sigma EF 500 are Nikon D-TTL compatible , Nikon SB600 / 800 speedlights .
Subsequent third party flashes are Nikon I - TTL , A superior and improved flash system only .
I've had to do some googling , owning a old Nikon D1X !
There are many guns that will run on Automatic or Manual only but that's like going back a bit in time .

Can the Vivitar 283 be used safely on Nikon Digital SLR Cameras?

I assume you're asking about the 283, not the DF-283 which is compatible with digital cameras.

As for the 283, yes, if you put an adapter such as the Wein Safe-Sync between the camera and the flash. Under no circumstances should the flash be mounted directly on the camera.

Is it compatible to use with a Nikon D-50?

No, the Vivitar 283 does not have TTL (Through The Lens metering capability) and the voltage in the flash may be much higher than that in the camera. Some of the old 283 flashes had a very high operating current that, when the flash is left one and removed from the camera can damage the camera operating circuts. Find a Nikon SB 400, 600, 800 or 900 speedlite, or a Promaster 7200 or 7500 for a great less expensive flash for this camera.
