It means that your mobile had its program damaged (software failure) and needs to be re programes (reflashed). You may do it yourself finding lots of tools in the internet or take to customer care because if you have lak of experience in this, yourself may "destroy" it.
sometimes only battery is discharged and it cause this, try to remove battery for a half an hour and put it back again. If works it will be great if still goes on "BLUE" then take to customers care.
