Plug in any usb/usb-wireless Keyboard / Mouse. (Plug & Play) Use that to Navigate the XMB PS3 Menu (the ps3 menu) as follows:
1. Prepare the BD remote control.
2. Select (Settings) > (Accessory Settings).
3. Select [Register BD Remote Control].4. - Follow the on-screen instructions to register the BD remote control.
When the registration, or pairing, is complete, your system will assign a controller number to the remote.
Hints:
You can register only one BD remote control at a time. If you register another BD remote control, you will overwrite information on the currently registered device.
After you reach the maximum of seven active wireless controllers, you cannot register or use a BD remote control.
stering the BD remote control with another PS3 system will clear the device registration from the first PS system.

Use a game controller to look under System Settings - > Accessories. Choose Register BD Remote.

Unfortunately you can't, you at least need a controller to get to the option in your setting to register a bluetooth device.
